As long as the Cuban Adjustment Act remains in full force and effect, and as long as smugglers and traffickers in Cubans who want to leave the island are welcomed as heroes in the USA, this problem will remain.

To reduce such illegal migration to "normal" levels would not be hard if the CAA were repealed and the smugglers were arrested and treated as the criminals they would otherwise be undstood to actually be.
