The Cuban Movie Institute (ICAIC, Spanish acronym), the Ministry for Culture and the Governments of Holguín and Gibara, supported by a group of national and international collaborators, are announcing the eighth edition of the Humberto Solás International Low Budget Festival.

Moviemakers from all over the world have endured the consequences of invisibility, the painful inability of seeing their work finished or shown. To make an artistic movie takes immense efforts and if making them with short resources is not punishment enough, it is logical that there are many producers who abandon their bets for independence.

In the current time we are seeing another phase in the production of independent cinema, alternative or poor. In this new stage there have been consolidated new and creative ways of insertion in the alternative circuits or in the traditional spaces.

We are talking about not abandoning utopias, but giving the projects movies or models of  pragmatism to lead them into new formulas of production, which will allow them to defend the creative freedom of the authors and artistic experimentation.

This is a way that already today may show achievements in the multiplication of movies with artistic values and the right facture, of pieces which are in times unfinished, but which are already sophisticated technically and artistically movie products, with the possibility to earn their own space of importance in the distribution circuits, whether they are conventional or alternative.

Sections of the event

I. Contest of Projects in Modelling and Unpublished Scripts for Full-Length Movies

The model projects should be more than 50% of the finished movie and they should have a soundtrack, which even though it might be provisional, it has to be audible. It should be sent in DVD format, accompanied by a synopsis and a copy in Word, which should reach us through e-mail.

The scripts should be no less than 80 pages, with two-spaces and no longer than 120 pages. There should be sent two copies printed in Spanish, English or French, apart from one through e-mail, a copy in Word of each script, of its analysis of production and a dossier which should demonstrate that the script has begun its production management.

The unpublished scripts and the model projects should be accompanied by an analysis of production to confirm that the cost of the movie is no greater than 300 000 USD and it should last no longer than two hours.

The work should be sent from May 1, 2009 and until January 15, 2010 to the Office of the Festival.

II. Fiction Full Length and Short Movie Competition

There will be allowed to participate all of the movies that represent a true artistic alternative and have been made especially until the shooting stage, with a low budget; whether it is in analogue or digital video format, 16 mm or 35 mm.

A DVD copy should be sent from May 1, 2009 and until January 15, 2010 to the Office of the Festival.

III. Documentary Competition, Experimental Work and Video art

There will be allowed to participate all of the pieces that representing a legitimate artistic alternative, have been made with a low budget, whether in analogue or digital video format, 16 mm or 35 mm.

A DVD copy should be sent from May 1, 2009 and until January 15, 2010 to the Office of the Festival.

IV. An exhibition of new technologies and theoretical forums

As every other year, important international companies and specialists deal with very interesting themes in the audio-visual world. There shall be exhibited technological advances, there will be imparted conferences and debate forums will be created every morning in the Festival.

V. Exhibitions and Tributes

The purpose of this event will be paradigmatically illustrated as a historical predecessor. The Festival will pay a well deserved tribute to personalities from world cinema.

We will organize at the same time the audio-visual competence, exhibition and presentations of a cinema made with low budget, but with a high ethical and cultural spirit.
