Secretary of State John Kerry said yesterday that in his meeting with his Cuban counterpart, Bruno Rodriguez, they will discuss a plan to achieve a "true and complete" normalization of relations between the two countries, although they will continue funding for "democracy programs.”
He further stated that the restoration of relations do not involve the cancellation of aid to dissident groups on the island.
Kerry, who in interviews with Telemundo and Univision confirmed that dissent groups were not invited to the flag-raising ceremony, said that he will meet with them later. He also said that human rights are "at the forefront" of his agenda at the meeting with Rodriguez.
