Hours before he left Venezuela with the permission of the National Assembly (Parliament), the president delegated some of his powers to his vice president and finance minister, including managing the country's budget.

Chavez was also met at the Havana airport by Cuban Foreign Minister Bruno Rodriguez Parrilla.
