The changes promise to open up some space for more private activity in the tightly controlled economy. They include relaxing restrictions on the sale of private property and increasing opportunities for entrepreneurship and independent co-operatives.

General guidelines were approved in April at a Communist Party summit. But that body cannot enact laws, so it falls to the National Assembly to codify the changes.

National Assembly President Ricardo Alarcon announced the legislative session Tuesday in a note published on the front pages of state newspapers.
