2011.02.07 - 17:53:33 / radiorebelde.Havana, Cuba.- The head of Regulations and Standards of the Cuban Ministry of Informatics and Communications Wilfredo Lopez said that Cuba will have this year its first telecommunications law, to establish guidelines for the development of the sector.

The law will have still to go a long way before being passed Lopez said and explained that it took them two years to develop the draft they sent to the Ministry of Justice and the Executive Committee of the Council of Ministers for revision, reported Prensa Latina news agency.

This draft will be submitted later to other government agencies and society sectors for consultation before the members of the Cuban parliament will review it and consider its passing as a law.

Considering the dynamics in the evolution of telecommunications, we wanted this legislation to be as general as possible, otherwise it would become prematurely old, López said.

Among the proposed provisions, the executive said the law will determine the sovereignty over the radio spectrum, the social role of telecommunications, its prospects and the rights of the operators, whether public or private. “If approved we will have to work with more intensity to develop the different regulations”

Also they will regulate interconnection, the use of the spectrum and universal service, to establish the minimum rights of every citizen regarding new technologies.

The absence of legislation in the sector forced Cuba to solve problems through resolutions, Lopez added, and expressed his confidence that when they have the regulatory framework things in that sector should change for the better.(ACN)
