In a sign of how all-encompassing changes are keeping government officials busy, the launch of a European Union-funded business administration school in Havana has been suspended.

At the core of Cuba’s reforms is an effort to make the economy more efficient.Cuban officials are “totally occupied at this point in time with governmental restructuring and are unable to proceed with the project,” said a Brussels-based project administrator.

Due to deadline pressure of European Union grants, the institution managing the project asked for the partial suspension of the program and is working with the Cuban government to get it up and running again, said Emmanuelle Duval, a coordinator with the European Foundation for Management Development (EFMD).

The program, called PROFOR, was officially inaugurated in March in the presence of seven EU ambassadors. Student selection was to happen in May and June; classes were scheduled to begin in September. The Cuban partners are the ministry of foreign trade and investment and the ministry of higher education.
