The 20th Ibero-American Summit of Heads of State and Government begins Friday in this Argentine beach resort under the slogan Education For Social Inclusion.

Among the first leaders to arrive on Thursday were Portuguese President Anibal Cavaco Silva and King Juan Carlos of Spain, representing his country and also carrying out an official visit to Argentina.

The summit's top-level segment will begin with a ceremony in the afternoon, in which President Cristina Fernandez will make a speech.

The meeting will continue on Saturday with speeches by several heads of state and government, deliberations and voting on the event's final declaration, and a news conference.

Recent decisions taken at the meeting of Ibero-American National Cooperation Coordinators included a special declaration supporting Argentina, reaffirming its sovereignty over the Falkland Islands, which are occupied by force by Great Britain.

This declaration will join others demanding the end of the U.S. blockade on Cuba, calling for a firm and effective policy in the struggle against terrorism and its executors and financers, and rejecting the protection granted to perpetrators.
