1. He was working as a subcontractor to a company, DAI, under contract to USAID,which DAI describes as "our principal client.'

2. The contract involved what the Department of State (DOS) calls "democracy promotion."

3. "Democracy promotion" is code language for actions to undermine and eventually overthrow governments that the US does not like.

4. In fact, DOS/USAID, like all US agencies, are mandated by the Helms-Burton law to achieve the overthrow of the Cuban government; and, prior to Helms-Burton, DOS/USAID pursued for many years the same goal as a matter of official policy.

5. He was selected because of his expertise is setting up satellite communications systems outside of the normal communications channels in a variety of countries, including Iraq and Afghanistan.

6. Based on experience (and, really, common sense), Cuba does not favor secret satellite systems for communications between Cuba and the US, and would not have approved of his work had he declared his affiliation and intentions.

7. He did not, in fact, give notice to the Cuban government of what he was planning to do, nor did Cuba approve his work as a USAID subcontractor.

8. He was not qualified under US law to visit Cuba except under a very few exceptions, such as for religious activities, a category that does not intuitively appear to include setting up satellite communications systems unknown to the host state.

9. His contract made him an agent of a foreign government that is the single most hostile country in the world in regards to Cuba.

10. He was acting in violation of Cuban laws.
