Rangel's bid to lift the embargo tops a list of the 10 'most hopeless bills' in Congress

The website Congress.org profiles 10 bills remarkable for "their sheer hopelessness from efforts to return to the gold standard to allowing the president to run for a third term, these bills are truly quixotic, endlessly tilting at legislative windmills."
Topping the list? New York Democrat Charles Rangel's effort to lift the embargo against Cuba.
The bill, Congress.org says, is likely to "meet the fate of its predecessors: death in committee."
The site notes that, though the future of the embargo was in doubt when Barack Obama took office, the president has taken only "modest efforts toward normalizing relations, including lifting restrictions on individuals visiting family in Cuba and allowing the sending of remittances."
