To initiate the process, both spouses must be physically present at the appointment, having previously secured a mandatory reservation. After submission, the process resolution can take approximately 179 days, equating to nearly six months.

Challenges and Black Market Issues

This extension comes amid a historically high demand that has long overwhelmed the Consulate's appointment system, leading to a thriving black market.

In December 2023, appointments for marriage transcription were being resold for as much as $250. The system released only 25 slots daily, insufficient for the demand and often monopolized by illegal intermediaries.

By 2025, access credentials to the consular appointment system were reportedly valued between 600 and 800 euros on the black market, as per reports from that year.

Efforts to Improve the System

The Consulate has been making incremental efforts to enhance capacity: in May 2025, they added 336 weekly appointments, a 27.2% increase, although delays and illegal sales persisted.
