Freedom House has appointed Cuban activist Carolina Barrero as one of the inaugural members of its new Ambassadors for Freedom program. This global initiative aims to bolster advocacy for democracy and individual liberties in response to the growing influence of authoritarian regimes.
Barrero joins esteemed figures such as Iranian activist Nazanin Boniadi, Rwandan advocate Anaïse Kanimba, Russian dissident Vladimir Kara-Murza, and Hong Kong pro-democracy activist Anna Kwok in this notable distinction.
Advocacy and Global Engagement
The selected ambassadors will collaborate with Freedom House to highlight threats to freedom, engage with policymakers and the public, and inspire future generations to actively participate in defending democracy. Jamie Fly, CEO of Freedom House, emphasized the organization's belief in the power of courageous individuals to drive meaningful change, often at significant personal risk.
Fly noted that the five appointees have firsthand experience with repression from authoritarian governments, making their insights invaluable to the program's mission.
Carolina Barrero: From Cuban Activism to International Advocacy
Freedom House recognizes Barrero as a Cuban political leader, human rights advocate, and political analyst. She is known for her involvement in the 27N movement and protests related to the San Isidro Movement. Her activism in Cuba led to detentions, surveillance, house arrests, and travel restrictions. Following the July 11, 2021, protests, Barrero focused on defending political prisoners and condemning judicial proceedings against protestors.
In January 2022, Barrero was arrested alongside other activists after protesting at the Supreme People's Court, demanding transparency in 11J trials and the release of political prisoners. She left Cuba for Spain shortly after, citing forced exile.
Ongoing Efforts from Abroad
Since leaving Cuba, Barrero has engaged in global advocacy centered on human rights, civil liberties, and political participation in Cuba. In 2024, she was chosen for the European Parliament's Sakharov Fellowship, which enhances human rights defenders' skills and connects them with international institutions and networks.
Barrero has participated in meetings and activities with European institutions, advocating for the termination of the EU-Cuba Political Dialogue and Cooperation Agreement, as well as engagements with the United Nations and political arenas in the United States. She currently serves as president and CEO of Ciudadanía y Libertad, a group dedicated to strengthening independent civil society, political engagement, and democratic institutions in Cuba. Additionally, she is pursuing doctoral studies at the University of Miami.
United Front Against Authoritarian Regimes
The other four members of this inaugural group also bring significant experience in human rights advocacy and opposing authoritarian governments. Nazanin Boniadi has campaigned for women, youth, and prisoners of conscience in Iran. Anaïse Kanimba was involved in the international campaign for her father Paul Rusesabagina's release following his arrest in Rwanda.
Vladimir Kara-Murza is a Russian opposition figure and former political prisoner sentenced to 25 years in prison after criticizing the invasion of Ukraine, later released in a 2024 prisoner exchange. Anna Kwok, based in Washington, is a renowned Hong Kong pro-democracy activist targeted by Hong Kong authorities, who placed a bounty for information leading to her capture due to her political activities.
Through this program, Freedom House seeks to unite defenders from diverse authoritarian backgrounds and provide them with a shared platform to elevate the international visibility of their causes and facilitate dialogue with governments, institutions, and citizens worldwide.
