The United Nations Committee on Enforced Disappearances (CED) has initiated an Urgent Action in support of artist and human rights advocate Luis Manuel Otero Alcántara, following a petition submitted by Cubalex to the international body.

This action, filed under Case AU No. 2357/2026, calls on the Cuban regime to immediately implement measures for his search and protection.

The catalyst for this urgent measure was Otero Alcántara's forced transfer from Guanajay Maximum Security Prison in Artemisa province, which occurred on Tuesday, July 7, between 5:00 PM and 6:00 PM. During this time, State Security agents and military forces removed him from the facility without informing his family of his whereabouts.

The timing of this transfer is particularly significant: his five-year sentence was officially set to expire on Thursday, July 9, as confirmed by the People's Supreme Court of Cuba.

Since then, no one from his inner circle has been able to see or communicate with him. He has not been found at his home in El Cerro, nor in the San Isidro neighborhood, nor with close acquaintances. His aunt was told he would be brought to see her after the transfer, but this did not happen.

Activist Anamely Ramos managed to have a brief conversation with him on Thursday, though the conditions were unspecified. Despite this, the situation remains gravely uncertain: "Until we have firsthand news, we consider him disappeared," stated fellow activist Yanelys Núñez.

The CED has set a deadline of July 25, 2026, for the Cuban state to submit an official report.

UN Demands for Transparency and Accountability

The UN body's demands are clear: immediately disclose the artist's exact location and detention center; ensure his relatives have access to legal status, health conditions, and transfer information; allow immediate communication and visits from family members and lawyers of his choice; and ensure that his detention occurs only in officially recognized facilities.

The Committee expressed deep concern, reminding that Otero Alcántara was previously a victim of enforced disappearance in July 2021, an incident documented as AU 1208/2021, and warned that the current concealment violates international standards.

Cubalex has also filed a habeas corpus petition, arguing the artist's detention is unlawful given his sentence has been served, yet the regime has not provided any official information on the matter.

The case has gained unprecedented international attention. U.S. Ambassador to the UN, Mike Waltz, displayed Otero Alcántara's photo on Tuesday, July 7, during a session before the Cuban delegation, condemning that his only "crime" was being an artist. Amnesty International, which declared him a prisoner of conscience as of May 2, 2021, demands his immediate release.

International Outcry and Advocacy for Otero Alcántara

Otero Alcántara was arrested on July 11, 2021, during the historic 11J protests and was sentenced in June 2022 to five years in prison for charges including "insult to the symbols of the homeland," "contempt," and "public disorder."

The People's Supreme Court dismissed habeas corpus appeals for his early release on April 7, 2026, claiming he posed a "social danger," and excluded him from that month's presidential pardon.

Analysts and activists caution that the regime might resort to exiling him forcibly via a swift operation at Havana's José Martí Airport, although his whereabouts remain unknown as the world awaits a response from the Cuban state before the UN's deadline.
