Donald Trump stirred controversy on Sunday by sharing a meme on Truth Social featuring a photograph of himself with Italian Prime Minister Giorgia Meloni from the G7 meeting in Évian-les-Bains. The image was captioned in bold letters: "RESTRAINING ORDER NEEDED." This jab comes just days before the two leaders are set to meet at the NATO summit in Ankara, starting this Tuesday.

The meme suggests that Meloni is fixated on Trump, implying he requires legal protection against her.

Strained Relations with Italy

The controversial meme has ruffled feathers in official Italian circles, further straining a bilateral relationship that has been deteriorating for months.

The photo used in the meme was taken during the G7 summit in mid-June when Meloni requested a brief meeting with Trump to signal a supposed normalization of relations. Following this encounter, Trump claimed in an interview with Italy's La7 channel that the prime minister had "begged" for a photo with him: "She was desperate for a picture with me. I wouldn't have done it, but I felt sorry for her."

Meloni responded sharply, calling Trump's comments "completely fabricated" and stating, "I am frankly stunned. Neither I nor Italy ever beg."

On June 20, Trump escalated the situation with another post on Truth Social, stating, "Now, after the U.S. militarily defeated Iran, she wants to be friends again to boost her 'numbers.' No, thanks!" Meloni retorted, "My popularity is none of your business. I suggest you focus on your own."

The latest meme is part of an ongoing feud that began in April when Trump criticized Meloni as "unacceptable" in an interview with Corriere della Sera, saying, "I thought she was brave, but I was wrong."

Rome Chooses Silence

Meloni has chosen not to respond to Trump's latest provocation, and her office declined to comment. Instead, her ministers have stepped in to manage the fallout.

Foreign Minister Antonio Tajani was succinct: "These remarks speak for themselves. From the outset, we've stated we wouldn't respond to such declarations, so let's move on."

Defense Minister Guido Crosetto, who will accompany Meloni to Ankara, emphasized the importance of strategic priorities over personal disagreements: "People come and go, but the relationship with the U.S. must be maintained. It's crucial to keep ties with such a key ally," he told Sky TG24.

From the opposition, Democratic Party Secretary General Elly Schlein was more direct: "We cannot accept attacks, threats, or insults from foreign leaders." Carlo Calenda from the Action party labeled Trump "a cheap and despicable bully."

NATO Summit: The Subtext

The Ankara summit marks the first face-to-face meeting between Trump and Meloni since the crisis erupted. The two leaders will convene with other heads of government on Wednesday and may encounter each other at Tuesday's opening dinner.

The backdrop of this rift is rooted in a concrete issue: Italy's refusal to allow the use of the Sigonella airbase in Sicily for combat operations during strikes against Iran. NATO Secretary General Mark Rutte disclosed that more than 500 U.S. aircraft took off from bases in Italy to support that operation, though Rome insists it only granted routine logistical support.

To address Washington's demands, Italy has announced military spending commitments: 2.8% of its GDP by 2026 and 3.8% by 2028, aiming to reach 5% by 2035. Nevertheless, Italy remains one of the European countries with the lowest defense investment.

Alessandro Marrone, an analyst with the International Affairs Institute in Rome, highlighted the underlying issue: "This once again demonstrates Trump's unpredictability and how personal feelings can influence U.S. foreign and defense policy in this administration."

Understanding the Trump-Meloni Dispute

What sparked the conflict between Trump and Meloni?

The conflict intensified after Trump shared a meme suggesting Meloni's obsession with him. This was further aggravated by Trump's past comments about Meloni and Italy's refusal to allow the use of its Sigonella airbase for U.S. combat operations against Iran.

How has Italy responded to Trump's provocations?

Italy, under Prime Minister Meloni, has mostly opted for silence and restraint. While Meloni has not directly responded to Trump's provocations, her ministers have addressed the situation by emphasizing the strategic importance of maintaining strong U.S.-Italy relations.

What role does the NATO summit play in this situation?

The NATO summit in Ankara is a significant event as it provides a platform for Trump and Meloni to potentially address their differences face-to-face. It also underscores the importance of military collaboration and strategic alliances amidst personal political tensions.
