Romanian authorities have issued an arrest warrant for Oemis Romagoza Durruthy, a 35-year-old Cuban residing in Russia, who stands accused of hiring a former Colombian military officer to sabotage oil and gas facilities in Romania.
The Romanian Court of Appeals issued the order on November 2, at the request of the anti-terrorism prosecution office DIICOT, as reported by the state agency AGERPRES on Thursday.
Romagoza Durruthy, linked to Russian intelligence services by U.S. authorities, is now internationally wanted. The order mandates a 30-day pretrial detention period from the moment of arrest.
Alleged Sabotage Plans
Investigations reveal that between June and July 2024, Romagoza Durruthy allegedly paid Colombian Luis Alfonso Murillo Diosa to travel to Romania, identify strategic targets, and prepare for their destruction through explosions or fires.
Murillo Diosa, an ex-soldier with military intelligence training, arrived in Bucharest on July 28, 2024. The following day, he documented several sites in Ilfov County, including two oil wells, a natural gas regulation station, and a recyclable waste depot.
Foiled by Authorities
The plot was thwarted by law enforcement intervention, supported by the Romanian Intelligence Service. Murillo Diosa was sentenced to six years in prison in September 2025 and is currently serving his sentence in Romania.
The U.S. Department of Justice identifies Romagoza Durruthy as the coordinator of attacks by a network associated with Russian intelligence. He is also under investigation by Latvia, Poland, and the Czech Republic for alleged sabotage activities.
International Network Under Scrutiny
In the previous September, Washington brought charges against five members of this network, including another Cuban, Yaidel Delgado Suárez, known as "Viking." These individuals are charged with conspiracy to finance terrorism, and three of them face additional charges of conspiring to commit contract killings.
Born in Camagüey, Romagoza Durruthy resides in Petrozavodsk, Russia, where he runs the Latin dance academy "Made in Cuba." A journalistic investigation published in September revealed his use of aliases "Dios" and "Adrián," and videos from April show him teaching salsa classes.
He married a Russian citizen in 2022 and subsequently obtained Russian nationality, complicating any potential extradition efforts.
Cuban Government's Response
The Cuban regime has denied any institutional involvement in the activities of the network. Deputy Foreign Minister Josefina Vidal Ferreiro dismissed the accusations as "another veiled charge" against Havana.
