The Democratic victory in the U.S. midterm elections on November 3, which wrested control of both chambers of Congress from the Republican Party, prompted immediate reactions from key world capitals.

While Moscow and Beijing have chosen a cautious approach, their messages and calculations reveal distinct perspectives.

Russia: Trump Optimism and Democratic Concerns

Kremlin spokesperson Dmitry Peskov expressed on the Telegram channel Yunashev Live that Moscow remains hopeful that President Trump will continue his peace initiatives despite the electoral setback.

"President Trump is still in office, and we genuinely hope he will maintain his peace efforts," Peskov stated, as reported by El Tiempo.

Peskov highlighted progress that Russia believes should not be disrupted. "We have advanced some of the work, a new round of trilateral talks (involving Russia, Ukraine, and the United States) is upcoming, and Melania Trump’s humanitarian efforts have been successful. We hope all of this continues," he affirmed.

When questioned about whether the new Congress might obstruct Trump's peace efforts, Peskov refrained from speculating: "This is an internal matter for the United States."

Deputy Foreign Minister Sergei Ryabkov took a more blunt stance. In statements to the state news agency RIA Novosti, he warned that Democratic control of the legislative branch does not bode well for bilateral relations.

"The Democratic Party's activist faction has an extremely negative stance toward Russia. There's nothing new about that," he remarked.

Ryabkov emphasized that Moscow will not alter its course. "Our consistent and principled stance on the Ukraine issue is independent of political events in other countries. We will continue our work according to the directives of the President of the Russian Federation," he added.

Russian state media adopted a tone distinct from the Kremlin's. The government newspaper Rossiyskaya Gazeta headlined, "Brussels, Brace Yourself. After the Republicans' Defeat, Trump's Wrath Will Descend on Europe," as reported by NPR.

China: Calculated Neutrality, Focus on Shenzhen

Beijing has opted for calculated neutrality. Chinese Foreign Ministry spokesperson Mao Ning described the elections as an "internal matter" of the United States and reaffirmed the commitment to keeping communication channels open with Washington.

"China is willing to work with the United States to safeguard and implement the important agreements reached by the two leaders, strengthen exchanges, manage disagreements properly, broaden cooperation, and build a constructive strategic relationship based on respect and equality," Mao declared to journalists in Beijing.

Mao also confirmed that Beijing is preparing for a potential historic trilateral summit between Xi, Putin, and Trump: "China is in communication with relevant parties about a meeting between the heads of state of China, Russia, and the United States," on the sidelines of the APEC summit scheduled in Shenzhen on November 18 and 19.

The Kremlin had described this meeting as "in preparation" since October 21, and Xi Jinping and Donald Trump had already met twice during 2026, most recently in September.
