In 2026, the U.S. State Department, led by Cuban-American Secretary Marco Rubio, achieved the highest citizen satisfaction rating among all evaluated federal departments and agencies. This notable achievement is primarily attributed to improvements in the online passport renewal services.

The findings, released on October 20 by The Daily Signal, originate from the annual American Customer Satisfaction Index (ACSI) study, which assessed the experiences of thousands of Americans with federal government services.

The State Department scored 77 out of a possible 100 points, marking an approximate 3% increase from 2025 when it scored 75 points. This places it at the forefront of federal agencies, in a year where overall satisfaction with federal services saw its first decline after four years of continuous improvement.

Tommy Pigott, spokesperson for the State Department, credited this achievement to Rubio's leadership. "Under Secretary Rubio's guidance, the State Department has diligently worked to become more efficient, effective, and responsive to the needs of the American people," Pigott told The Daily Signal.

Impact of Digital Innovations on Citizen Satisfaction

While the study doesn't measure Marco Rubio's political popularity or diplomatic performance, it does evaluate citizen satisfaction with specific government services, notably those offered by the Office of Consular Affairs.

The report is based on 7,932 surveys completed by randomly selected individuals contacted via email during the federal fiscal year ending in September 2026. Participants rated their recent experiences with various government services, including customer service, procedural efficiency, website quality, and the clarity of provided information.

A key factor in the State Department's success was its digital passport renewal system, enabling eligible U.S. citizens to complete the process from a computer or mobile device. According to an official government report, this system reduced the application time from approximately 40 to 10 minutes.

Long-Term Technological Projects and Their Outcomes

The modernization effort also cut down errors related to digital photo uploads by nearly 50%, a common hurdle for applicants. By September 2026, around nine million Americans had renewed their passports through this system, which now handles more than half of all passport renewals.

Authorities estimate that digitalization has collectively saved users over four million hours since 2022. Although the modernization project began prior to Rubio's tenure, it required about four years of development, with the online renewal platform becoming publicly available in 2024.

This achievement stands out against the backdrop of declining citizen satisfaction with the federal government overall. The ACSI reported a 2.6% drop in the overall rating of federal services, down to 68.6 out of 100, ending a streak of four consecutive years of increases.

Challenges and Future Technological Initiatives

Customer service ratings fell by 4% to 74 points, while satisfaction with complaint handling dropped by 7% to 65. The study also noted a decrease in ratings from citizens of varying political affiliations: Republicans gave an overall score of 72, Democrats 70, and Independents 65, all lower than the previous year.

Among evaluated institutions, the General Services Administration and the Department of Agriculture shared second place with 73 points each. In contrast, the Small Business Administration suffered the largest year-over-year decline, with a 9% reduction, leaving its score at 67. The Department of the Treasury ranked last with 63 points.

Forrest Morgeson, associate professor of Marketing at Michigan State University and former research director at ACSI, explained that federal agencies face increasing demands with fewer staff. He emphasized that sustained investment in digital services can enhance citizen experiences even during periods of institutional reorganization, though it requires years of development and consistent resources.

The State Department's recognition comes amid new technological projects spearheaded by the U.S. administration. On September 29, Marco Rubio announced plans for a fully digital system for first-time passport applications by 2027, eliminating the need for traditional in-person procedures.

This initiative involves integration with official digital identity platforms, allowing photo submissions from personal devices, and simplifying forms and payments. This project differs from the already successful digital renewal system that has improved the State Department's satisfaction ratings.

Rubio also revealed plans to introduce a redesigned U.S. passport in 2028, featuring enhancements in security and presentation. This achievement is particularly notable given Rubio's background as the son of Cuban immigrants who rose to a prominent role in the U.S. government after a significant political career in Florida.

Born in Miami in 1971, Rubio served as a federal senator for Florida before joining the Trump Administration as Secretary of State. In September 2026, Trump also appointed him as National Security Advisor, expanding his responsibilities within the U.S. government.
