The U.S. Southern Command has announced the commencement of the 41st edition of the Southern Vanguard 2027 (SV27) bilateral military exercise in Colombia this coming Monday. The exercise will run until mid-November and will involve approximately 800 troops from both nations.

According to the official statement, around 350 U.S. military personnel and more than 400 Colombian National Army soldiers will engage in joint simulated operations at the Tolemaida Military Fort, located in the municipality of Nilo, Cundinamarca department.

The training scenarios will cover maritime interdiction, land security operations, cyber defense, counter-narcotics efforts, illegal mining, and threats associated with drone use.

The exercise integrates a command post component with field training and is sponsored by the Southern Command and led by the U.S. Army's Western Hemisphere Command. As a preparatory activity, an aeromedical evacuation drill is scheduled between Tolemaida and the Cavalry School in Bogotá this Friday, October 30.

Southern Vanguard's Historical Context

Southern Vanguard is a long-standing annual exercise series in the hemisphere. Its initial documented editions took place in Tolemaida in 2019, at Fort Polk (Louisiana) in 2021, once more in Colombia in 2022 with over 300 personnel, and in Brazil in 2023 with troops from the U.S. Army's 101st Airborne Division.

While the SV27 exercise isn't directly tied to the pressure policy on Cuba, it fits within the broader pattern of strengthening regional alliances, a hallmark of the Trump administration's security posture in the Western Hemisphere.

Strategic Initiatives and Regional Security

This pattern includes the establishment of the Joint Task Force for the Western Hemisphere (JTF-WHEM) in August 2026, the launch of the American Coalition Against Cartels—also known as the Shield of the Americas—in March of the same year, and the deployment of over 8,100 military personnel in Puerto Rico this year.

Additionally, the arrival of littoral combat ships at the Guantanamo Naval Base in September and the recent combat evaluations by Marines in Puerto Rico further underscore this strategy.

The 2026 strategic posture document from the U.S. Southern Command identifies China's growing influence, Russia's military activities, and networks linked to Iran as threats to U.S. interests in the hemisphere, explicitly mentioning Nicaragua's cooperation with Moscow.

Although the document doesn't directly label the Cuban regime as an adversary, the 2025 report does address Cuba and Nicaragua, particularly their strategic ties with these powers.

In this context, Trump signed an executive order in January 2026 declaring the policies of the Cuban regime as an "unusual and extraordinary threat" to U.S. national security.

Strengthening Regional Security

The Southern Command described the exercise's aim as "enhancing regional security and operational readiness" through "combined simulated operations," aligning with the administration's strategy of bolstering alliances with hemispheric partners against common threats.

Colombia is the most frequent partner in the Southern Vanguard series and Washington's key ally on the continent for counter-narcotics and counter-terrorism operations, making Tolemaida the natural venue for these bilateral exercises.
