The Miami-Dade County Commission is set to decide on Tuesday whether to allow Mayor Daniella Levine Cava to continue discussions with video game giant Rockstar Games for a marketing campaign of the upcoming Grand Theft Auto VI in public spaces. This decision comes amid a conflict between county officials and the administration they oversee.

The issue first arose on June 29 when county officials proposed to Rockstar a series of promotional installations, such as a "Vice City Airport" experience at Miami International Airport, Metromover cars wrapped in the game's imagery, a mural at PortMiami, custom manhole covers in downtown and Brickell, and a car festival at Tropical Park.

Support and Opposition

Mayor Levine Cava's administration argues that this initiative could be a lucrative opportunity. Carlos Suarez, her spokesperson, emphasized that "given Miami-Dade's clear influence on the game, we see a unique chance to generate revenue for the county while showcasing Miami-Dade to a vast audience."

However, opposition quickly formed. On September 3, Sheriff Rosie Cordero-Stutz and Commissioner Juan Carlos Bermúdez released a joint statement opposing the use of public resources to promote the video game. "We should be promoting the Miami-Dade we've worked hard to build, not a fictional version of our community defined by crime and violence," Bermúdez stated.

Cordero-Stutz was more blunt, describing Grand Theft Auto as "a video game franchise built around criminal activity." Their statement concluded with a slogan that became a rallying cry for their cause: "Miami-Dade County is not Vice City."

The Commission's Deliberations

The tension reached a peak during the commission session on October 6, where Commissioner René García, representing Hialeah and the northwest part of the county, led the objections. García expressed discomfort with the county partnering on a project that portrays Miami as a crime haven. Commissioner Oliver Gilbert used a procedural tactic to delay the final vote to October 20, as reported by the Miami Herald.

Meanwhile, the mayor had already signed a contract not requiring full commission approval. On September 22, a helicopter placed a massive pink "Welcome to Vice City" sign on the roof of the Kaseya Center, home to the Miami Heat and county-owned, under a $975,000 contract—just below the $1 million threshold that would require commission approval.

Neighboring Cities Take Action

Neighboring municipalities were not waiting for the county's decision. In September, Miami Beach approved a deal worth up to $4 million to brand beach chairs and umbrellas with the Vice City logo through the year's end. The City of Miami also sanctioned temporary banners up to $1.2 million.

Rockstar's promotional activities have spread throughout the city: a Goodyear blimp designed with Vice City imagery hovers overhead, a convoy of real cars modified to resemble in-game vehicles cruises the streets with plates from the fictional state of Leonida, and Wynwood Walls, an outdoor urban art museum, offers free entry to Miami-Dade residents until 2028, featuring ten new murals commissioned for the game.

The Critical Decision

The commissioners face a clear dilemma on Tuesday: GTA VI is projected to launch to an audience of tens of millions on November 19, generating between $3.25 and $5.2 billion in its first week, according to market analysis firm Newzoo. The question is whether the county will profit from this exposure or keep its public spaces out of the campaign.
