The State Department has instructed Elias Baumann, the U.S. Chargé d'Affaires in Nicaragua, to return to Washington for what spokesperson Tommy Pigott described as "crucial consultations." This move comes in direct response to the regime of Daniel Ortega and Rosario Murillo rejecting the ambassador nominated by Washington.

According to an official statement from the State Department, this decision was made under the direct orders of Secretary of State Marco Rubio after Nicaragua refused to grant diplomatic approval to Natasha Franceschi. Franceschi was nominated by former President Donald Trump in August and confirmed by the Senate unanimously on September 30.

The diplomatic approval, or agrément, is the necessary consent that a host nation must provide for an ambassador to officially assume their role, even if backed by their home Senate.

Pigott condemned the actions of Ortega and Murillo, labeling them as indicative of a "complete unwillingness to engage in productive diplomatic dialogue," and accused the governing couple of hypocrisy.

"Ortega and Murillo's rejection of the highly qualified career diplomat Natasha Franceschi reveals their hypocrisy and their inclination for political theatrics at the expense of the Nicaraguan people," Pigott stated.

Franceschi has approximately 25 years of experience in the U.S. Foreign Service, holding the rank of Minister Counselor in the Senior Foreign Service. Her assignments have spanned locations such as Tunisia, Slovakia, Iraq, and within the State Department itself.

The statement did not mention any severance of diplomatic ties, embassy closures, expulsion of officials, additional sanctions, or changes to consular services, nor did it specify when Baumann might return to Managua.

This marks Nicaragua's second refusal of a U.S. ambassadorial candidate. In July 2022, Managua withdrew its initial approval for Hugo Rodríguez, who was appointed by then-President Joe Biden, leaving the mission without a head since 2023.

The incident occurs amidst a rapid decline in bilateral relations. In April 2026, Washington imposed sanctions on Ortega and Murillo's children and on mining companies linked to the government. In June, Rubio referred to the regime as an "enemy of humanity" and announced entry restrictions for over 100 Nicaraguan officials and their relatives.

The rejection of Franceschi's agrément was made public on October 2 during an extraordinary meeting of the OAS foreign ministers convened to address Nicaragua's political crisis, which Managua did not attend, having exited the organization in 2023.

Just days before Baumann was summoned for consultations, on October 9, the European Union extended its targeted sanctions against Nicaragua through October 2027, signaling coordinated pressure from both sides of the Atlantic on the Ortega-Murillo regime.
