However, she was equally firm in demanding institutional accountability: "Stopping at blaming the populace alone would be an easy excuse to dodge other responsibilities. Society requires guidance, order, and most importantly, functional institutions and community services."
For Guerra, the remedy lies in concrete state action: "It's not enough to lament; we need proper waste bins, frequent trash collection, signage, and real measures. Without infrastructure and control, the issue becomes chronic."
