He pointed out how this complexity has spawned a parallel industry that exploits citizens. "Currently, there's an entire industry profiting from each step of the process. Some websites charge for forms that are actually free, while others charge for appointments that are also free. After taking your money, they also acquire your most sensitive personal information," Rubio noted.

The new procedure, a collaboration between the Department of State and America.gov, will be fully accessible via a mobile phone or computer.
By integrating with login.gov, the federal government's digital identity platform, the applicant’s information will be automatically pre-filled.
One of the standout features is the ability to take your passport photo from your own device at home, with the option to retake it as many times as needed.
Rubio summed it up succinctly: "No printing forms, no pharmacy photo hostage, no appointments, no waiting lines, and no middleman charging you for something that should be readily available."
Once the process is complete — including data, photo, and fee payment — the passport will be delivered directly to your doorstep.
According to the EFE agency, the Department of State currently sends out tens of millions of passport envelopes annually.

Looking ahead to 2028, Rubio announced a complete redesign of the passport, promising enhanced security features, increased physical heft, and a more dignified presentation.
"In 2028, a beautiful new U.S. passport will encapsulate 250 years of America within its pages," he specified.
Rubio criticized the current packaging — a standard envelope — as unworthy of the most important identity document a citizen can receive, aligning these reforms with a broader vision.
"The U.S. passport conveys a simple message wherever you are in the world: 'I am an American, and my country stands behind me.' American citizenship is sacred, and the symbols and documents that represent it should reflect that," he emphasized.
