Breakdown of New Fees
Under the new fee structure, the initial request for any Civil Registry document will start at 30 USD or euros. This initial cost is followed by charges for document acquisition. Certifications such as birth, marriage, common-law partnership, death, criminal records, divorce, wills, declarations of heirs, and single status will each cost 110 USD or euros.
This implies that a Cuban requesting one of these certifications from abroad may spend 140 USD or euros between the request and obtaining the document, prior to any additional legalizations.
Additional Legalization Costs
Legal capacity certifications will also be priced at 110 USD or euros, whereas a literal certification will cost 160 USD or euros. For other Civil Registry documents, a fee of 80 USD or euros is set.
When documents require further legalizations, costs can rise. The fee for handling legalization with a foreign embassy in Havana is set at 70 USD or euros, and 50 USD or euros for processes involving the Ministry of Justice.
Impact of the New Tariff Structure
Such procedures, including requests, acquisitions, and subsequent legalizations, can greatly increase the overall cost for Cubans living outside the island.
MINREX has justified this update citing "the complex current international macroeconomic landscape, characterized by sustained global inflation affecting all sectors of the economy."

The Civil Registry fees are part of a comprehensive revision of Cuban consular tariffs that will also cover passports, academic documents, citizenship processes, and other services conducted from abroad, starting October 1.
