Cuba Announces New Consular Fees Effective October 1, 2026: Here’s What to Expect

Starting October 1, 2026, the Cuban government will implement a revised Consular Fee Schedule that changes the costs associated with various services offered by its consulates and diplomatic missions abroad.

This update, formalized through the Ministry of Foreign Affairs (MINREX) Resolution 37/2026, was signed on September 14 by Foreign Minister Bruno Rodríguez Parrilla. It supersedes Resolution 116 dated October 15, 2025.

MINREX has justified this adjustment as a necessary response to incorporate new processing procedures. Additionally, a subsequent statement from the authorities cited global inflation as a factor and asserted that this change aims to enhance the quality, safety, and efficiency of consular services.

Updated Costs for Key Services

One of the most significant services for Cubans living overseas is obtaining a passport. As of October, the cost for acquiring, renewing, or replacing a lost passport will be 200 dollars or euros for those over 16, with a validity of ten years. For those under 16, whose passports are valid for five years, the fee will be 160 dollars or euros.

Previously, according to the legal service fees set at the end of 2025, the cost for Cuban citizens residing abroad to obtain a passport was 234 dollars. The new rates reflect a slight decrease.

Changes in Document Fees

The cost for acquiring civil registry certifications, including birth, marriage, death, criminal records, divorce, and single status documents, has been set at 110 dollars or euros, with an additional 30-dollar or euro application fee.

For academic documents, the new schedule sets a fee of 290 dollars or euros for certifications of completed studies, programs, and syllabi, while certificates of graduation and non-disqualified titles will cost 240. The application fee adds another 30 dollars or euros to these costs.

Legalizations and Miscellaneous Services

The new resolution stipulates an 80-dollar or euro fee for the legalization through the recognition of authorized signatures on documents issued in Cuba for use abroad. Legalizations at embassies in Havana will cost 70, and those at the Ministry of Justice will be 50 dollars or euros.

In eurozone countries, fees will be applied in euros; elsewhere, U.S. dollars or the local currency equivalent will be used.

The resolution also specifies that services rendered outside regular hours, including non-working days, will incur a surcharge equivalent to double the consular fee, with exceptions for itinerant consulates.

Additional Services and Exemptions

The new fee schedule encompasses a wide array of processes, from migration and consular registry procedures to certifications, academic documents, notarial acts, marriages, divorces, translations, and legalizations.

There are also costs for less common services, like renouncing Cuban citizenship, which involves a 500-dollar or euro application fee and another 500 for completion.

Several exemptions from consular fees remain, including certain services for Cuban state mission officials and their accompanying family members, citizens on official missions abroad, and Cubans undergoing medical treatment authorized by the Ministry of Public Health.

Exemptions are also provided for specific visas and services covered by existing agreements between Cuba and other countries.

Importantly, consular offices are prohibited from independently adjusting the established fees. The resolution assigns the responsibility for proper fee application to the heads of diplomatic missions, requiring that any proposed changes be directed to the Directorate General of Consular Affairs and Cuban Residents Abroad for approval.

Additional expenses related to the mailing or receipt of documents will continue to be borne by users.
