Reports from the Red Cross and the UN indicate that Melissa left over 60,000 homes destroyed or damaged, 461 health facilities impacted, and approximately 2.2 million people severely affected in the provinces of Santiago de Cuba, Granma, Holguín, Guantánamo, and Las Tunas.
The Pan American Health Organization noted that basic health services in these provinces were gradually restored, with a return to normalcy observed by late November 2025.
The medal, awarded nearly ten months after the hurricane, acknowledges the workers for their "exemplary conduct," "dedication in fulfilling every task," and their efforts during the health crisis, as stated in the decree.
According to the second article of the decree, the duty of bestowing the medal was assigned to Osnay Miguel Colina Rodríguez, the general secretary of the Cuban Workers' Central (CTC), who was elected at the conclusion of the XXII Congress of the CTC in June 2026.
The 51 honorees include individuals such as José Raúl Pérez Mora, Caridad Margarita García Peña, George Orduñez Matos, and Noelia Columbie Columbie, among others listed in the decree's Unique Annex.
