This meeting occurs during a period of significant diplomatic engagement by the U.S. official. Just three days earlier, Hammer testified before the U.S. Congress in Washington D.C., detailing the situation in Cuba and the rollout of a $100 million humanitarian aid package. This aid is set to be distributed via Caritas Cuba and parish networks, bypassing the regime.
Fariñas, who leads FANTU and is a recipient of the European Parliament's Sakharov Prize, was arrested on August 31 when he went to the Third Station of the National Revolutionary Police in Santa Clara to support former political prisoner Andy García Lorenzo. He was held for 24 hours on charges of "public disorder."
Independent media outlet Click-Cuba reported that Fariñas even requested to be jailed alongside García Lorenzo, a gesture of solidarity that led to his arrest.
Hammer's visit to Villa Clara is not unprecedented. In April 2025, he toured the province and met with Fariñas at FANTU headquarters, accompanied by Leslie Núñez Goodman, the embassy's head of Public Diplomacy. That meeting was described as an "open and satisfactory exchange of views," where the dissident outlined potential solutions to the Cuban crisis. Hammer remarked that it was "an honor" to discuss Fariñas' human rights advocacy.
The 2025 visit also included meetings with families of political prisoners, dissidents, and members of the Ladies in White in the region.
Hammer's strategy of direct engagement with the opposition in 2025 and 2026 has angered the Cuban regime. In January 2026, State Security announced it would block further meetings between the diplomat and opposition figures, although these efforts have apparently failed.
This latest meeting in Santa Clara takes place amid ongoing repression: human rights organizations documented 1,327 political prisoners in Cuba by the end of August 2026.
The $100 million humanitarian aid package, which Hammer advocated for in Congress, is being funneled "through trustworthy organizations," sidestepping the Cuban government. Initial shipments have already reached various parts of the island, including Mayabeque province.
