He claimed Castro promoted peace, fought against apartheid, opposed racism, and championed the sovereignty and integration of Latin America and the Caribbean.

In his statements, the deputy foreign minister used each point of praise for Castro as a means to draw a contrast with Washington. He asserted that Castro aspired for "a better world," while accusing the United States of attempting to assert an "illegitimate superiority" globally.

His comments were a response to Marco Rubio's harsh critique as the Cuban government launches a broad political campaign for Castro's centenary. Rubio had labeled the former leader as "a complete failure," responsible for Cuba's destruction and the impoverishment, imprisonment, and deaths of its people. He also warned that those who seek to emulate Castro's model might face the same downfall.
