Last Chance: Hialeah's Section 8 Affordable Housing Program Applications Close Tuesday

The deadline to register for Hialeah's Section 8 Housing Choice Voucher Program, often referred to as Plan 8, is fast approaching. Applications will close this Tuesday, July 28, at exactly 4:59 p.m. Missing this cutoff means missing out on this limited opportunity.

Telemundo 51 reported that the Hialeah Housing Authority (HHA) opened the application window on Wednesday, July 22, giving eligible residents a mere seven days to submit their applications. The window will close for good this Tuesday.

Exclusively Online for U.S. Citizens

Applications are accepted solely through the website hialeahhousing.org. Paper applications or in-person submissions are not permitted.

This application round marks a significant change: for the first time, the HHA is excluding legal permanent residents, including those with a Green Card. Only U.S. citizens aged 18 or older residing in Miami-Dade County are eligible to apply.

Julio Ponce, the executive director of the HHA, explained to the Miami Herald that this restriction aligns with federal guidelines from the U.S. Department of Housing and Urban Development (HUD) under the Trump administration, mandating citizenship as a requirement.

This change directly impacts a significant portion of Hialeah's immigrant Latino community, including Cuban permanent residents, who previously qualified.

Income Requirements

In addition to citizenship, applicants must meet annual income limits based on household size:

• 3 people: $61,300
• 4 people: $68,100
• 5 people: $73,550
• 6 people: $79,000
• 7 people: $84,450
• 8 people: $89,900

Applications require a full name, Social Security number, date of birth, citizenship status, veteran status, and disability status.

Random Lottery Selection

Given the expected high demand, the HHA will not fill spots on a first-come, first-served basis. Instead, an external provider will conduct a computerized random lottery to select 2,500 applicants for the waiting list.

The HHA notes that "submitting early does not increase the chances of being selected."

Priority will be given to seniors, individuals with disabilities, those experiencing homelessness, Hialeah residents, and individuals displaced by federally recognized natural disasters.

Only one application per household is allowed. Submitting more than one will result in automatic disqualification.

The Housing Crisis in South Florida

Previous application rounds highlight the housing pressure in South Florida. In the April 2024 Plan 8 lottery, over 51,000 people vied for just 1,000 spots on the waitlist. Over 400 families chosen then still await their vouchers.

The HHA manages around 6,000 active vouchers, reallocating only about 300 annually to new families. Those selected in the 2026 round might begin receiving aid by early 2027, contingent on availability.

The local housing context is dire. A RentCafe analysis cited by the Miami Herald notes that "$1,500 a month in Hialeah covers only about 576 square feet, akin to a studio or small one-bedroom apartment." Florida also faces a structural deficit of over 120,000 homes, with Miami, Fort Lauderdale, and Tampa among the state's toughest cities for housing access.
