Omar Sixto, a Cuban-American entrepreneur and historian, firmly believes that none of the current strategies by the Havana regime can alleviate the island's crisis. He argues that the only viable solution involves a humanitarian intervention backed by military support.
"None of the Cuban government's plans will succeed. That's why a humanitarian intervention is necessary, and it must include a military component. The initial wave must be led by military forces, which is why the Shield of the Americas was established," Sixto stated in an interview with CiberCuba.
Sixto, who has lived in Miami for the past 30 years, was born in Havana 57 years ago. He points to the Shield of the Americas—a military coalition of 17 nations initiated by Trump on March 7 in Doral, Florida—as the prepared mechanism for potential action. "These are pieces that have been strategically moved during this period of silence," he noted.
The Potential Trigger for Intervention
The businessman envisions a scenario that could activate such a response: "The U.S. allied governments will participate if necessary. The variable here is that if needed, the Cuban people will likely be protesting in the streets by then, and the police might start repressing them."
He does not see this trigger as distant. "The Cuban people will eventually take to the streets; it's inevitable. They are living worse than the Taínos today," he asserted.
His prediction is supported by documented reality: June 2026 saw a record 107 street protests in Cuba, nearly doubling the previous high, with Havana witnessing 82 incidents.
Dismissal of Economic Reforms
Sixto also outright rejects the 176 economic reform measures recently announced by the regime, touted as their most significant reform package in decades.
In an interview with El País, published on July 13, he commented, "These are measures to buy time. For them, every day is a victory, but they will not work."
The Role of the Cuban Diaspora
Regarding the Cuban diaspora's role, Sixto outlines a specific task for the post-intervention phase. "One thing we Cubans will need to do afterward is ensure we are allowed to charter boats in Miami to deliver humanitarian aid to Cuban communities."
Sixto is the author of the essay "Fun's Over. The Cuban Economy: The Leap from Capitalism to Socialism (1959-1965)," published under Columbia University's Horizonte Cubano imprint. In it, he argues that Cuba's current failures stem from decisions made between 1959 and 1965 when, in his words, Fidel Castro "didn't just change the rules of the game; he completely changed the game."
