Over the past two years, more than $1.1 billion in scratch-off ticket prizes in Florida went unclaimed, according to a data analysis conducted by Fresh Take Florida, the University of Florida’s news service.
The investigation highlights that while most of the unclaimed money consists of numerous small-value prizes never collected by their owners, several dozen prizes of $500,000 or more also went unclaimed, as reported by the Sun Port Charlotte.
Among the findings were approximately 30,000 tickets worth $1,000 each that expired without the winners stepping forward.
Factors Contributing to Unclaimed Prizes
Why do so many prizes go uncollected? There are various reasons. Some players find it inconvenient to claim small prizes, while others misplace their tickets or discard them without checking if they won.
Experts interviewed by Fresh Take Florida point to another issue: the increasing complexity of the games.
"Scratch-off games are incredibly confusing. There are far too many options. Players often don't know if they've won," stated Rob Kohler, a former Texas Lottery official.
Kohler and other critics argue that as games become more complicated with multiple ways to win, more prizes remain unclaimed, ultimately benefiting the lottery financially.
Tanya Fischer, known as "GrandmaScratcher" on YouTube with over 100,000 subscribers, echoed this sentiment. "Winning symbols are constantly changing. On some tickets, they mean one thing, and on others, something else. Sometimes, there are up to five different ways to win with a single ticket," she explained.
However, Fischer believes players should also take responsibility by always checking their tickets before discarding them, using the official Florida Lottery app, scanners at retail locations, or directly at store checkouts.
The Fate of Winning Tickets
The analysis includes examples of how even significant prizes can be lost due to simple oversights.
Alejandro Lara, a 38-year-old agricultural worker from Ocala, admitted to letting a $1,000 prize expire after relocating to another state.
"I scratch the tickets in my car and toss them to the other side. By the end of the day, sometimes I check them, and other times I throw them away," he recounted.
In contrast, Ryan Wilkinson from Gainesville shared that his biggest win—$500—came from a ticket found inside a convenience store trash bin.
"People throw away winners all the time," he claimed.
Impact on Education Funding
Annual reports from the Florida Lottery indicate that unclaimed scratch-off ticket prizes reached $132 million during the 2022-2023 fiscal year, though this amount decreased to $60.4 million in 2023-2024.
According to current regulations, players have 60 days to claim a prize after a game is withdrawn from circulation. Once this period expires, the tickets become void.
Eighty percent of the funds from unclaimed prizes are transferred to Florida’s Educational Enhancement Trust Fund, which supports various educational programs, including Bright Futures college scholarships.
In response to the investigation's findings, the Florida Lottery stated in writing that it remains committed to ensuring "secure, fair, and transparent operations" to fulfill its mission of funding public education in the state.
The complexity of such games has previously sparked controversy. In 2014, the Texas Lottery pulled the Fun 5's ticket from the market just six weeks post-launch following hundreds of complaints from players who felt the design implied they had won when they hadn't. This led to a class-action lawsuit against the company responsible for its design.
