U.S. Proposes Free Travel and $2,600 Incentive for Self-Deporting Immigrants

The U.S. Customs and Border Protection (CBP) reiterated its appeal on Monday for undocumented immigrants to voluntarily leave the country through the CBP Home mobile app. This initiative offers free transportation, a $2,600 departure bonus, and waives civil penalties for previously disregarding a departure order.

This message, shared on CBP's official X account, was accompanied by images of handcuffs and shackles, serving as a stark warning to those remaining in the country illegally.

"Are you here illegally? You don't have to wait for us to find and deport you. Choose the easier route and self-deport using the CBP Home mobile app," the post declared.

The Department of Homeland Security (DHS) confirmed on its website that immigrants who complete the process and leave the U.S. will receive the financial incentive once their departure is verified through the app.

The Process and Eligibility

The program is specifically designed for immigrants without criminal records who are unlawfully residing in the United States. While they organize their departure, those enrolled are deprioritized by Immigration and Customs Enforcement (ICE), provided they follow the prescribed process. Departures generally occur within 21 days after application approval.

The entire procedure can be completed via mobile phone. The app, accessible on both Android and iPhone, requires personal details, contact information, a recent photo, and allows for family applications.

Historical Context and Financial Implications

CBP Home launched in March 2025 with an initial $1,000 incentive plus travel costs. In December of that year, the bonus temporarily increased to $3,000 as a holiday promotion. Subsequently, on January 21, 2026, then-Secretary of Homeland Security Kristi Noem announced the bonus would be set at $2,600 to mark the first anniversary of the Trump administration.

According to the DHS, the program saves the federal government significant funds. While an enforced deportation costs about $18,245 per individual, a voluntary departure through CBP Home costs approximately $5,100, including transportation and the financial incentive.

Enforcement and Community Impact

This initiative is part of the Trump administration's stricter immigration policy. In recent months, ICE arrests and deportation operations have escalated, while authorities have amplified efforts to encourage voluntary departures of undocumented immigrants.

For the Cuban community, the program has unique ramifications. Over 42,000 Cuban nationals are under final deportation orders in the U.S., and since the start of Donald Trump's second term, nearly 2,000 have been deported.

Despite its intentions, the program has sparked concerns among some participants. At least one Cuban national who voluntarily returned to the island via CBP Home reported not receiving the promised incentive, citing payment transfer challenges to Cuba.

Legal Considerations and Future Impacts

Immigration attorneys caution that opting for voluntary departure does not negate the legal consequences of extended unlawful presence. Depending on individual circumstances, those who have been illegally in the U.S. for over a year might face reentry bans of up to ten years or even permanently, in addition to losing eligibility for certain future immigration benefits, such as status adjustment or some protection categories.

On its official portal, the Department of Homeland Security describes CBP Home as "a safe and orderly alternative" allowing eligible foreign nationals to return to their countries "as regular travelers, without arrest, detention, or restrictions." Simultaneously, the government has made it clear that those remaining illegally in the U.S. will continue to be a focus for ICE's detention and deportation efforts.
