The Communist Party of Cuba (PCC) held an extraordinary session of its Central Committee on Wednesday, pledging "economic and social transformations." However, the Cuban people's response was swift and filled with skepticism, irony, and frustration on social media, encapsulated by a single question: "Does anyone believe them?"

This meeting, scheduled a month earlier than usual amid heightened tensions between Havana and Washington, provided a platform for Prime Minister Manuel Marrero Cruz to unveil a series of over 20 reforms. According to him, these reforms aim to "enhance the management system of the Cuban economy" and require "a profound process that we must undertake with our own efforts."

Marrero emphasized that the proposals "acknowledge market mechanisms as tools for efficient resource allocation," though he quickly clarified that they "do not entail any abandonment of the state's social responsibility."

The reform package includes reducing the number of ministries from 27 to 21, granting greater salary and commercial autonomy to state-owned enterprises, opening up to investments from Cubans abroad, and allowing municipalities to import and export without mediators.

These proposals are set to be debated on Thursday during a special session of the National Assembly of People's Power.

As state-controlled media released the speeches in a staged manner, Cubans on social media reacted candidly.

A Wave of Cynicism

"Same dog with different collars," commented one user, encapsulating the sentiment that these reforms are merely recycled ideas. Another likened the situation to entertainment: "This is a series with multiple seasons; who knows when it will end?" and another chimed in, "Please, tell me which part of the movie this version is."

Some comments targeted the contrast between Marrero's appearance and the harsh realities faced by the population: "No rush when you're full. Watch out for the weight; it's not hormonal," noted one Cuban. "Too late for two meals," remarked another.

Analytical Skepticism

The skepticism took on a more analytical tone as well: "If they don't decentralize the economy, we'll never get out of this, and genuine private property must be respected," argued one user. Another agreed, "The plans are at an illusory level, repeating postures that have already proven ineffective."

References to the failed "Ordering" of 2021 were inevitable: "Ordering 3.0," summed up one commenter in two words.

This plenary session comes as pots and pans protests shake Havana, Santa Clara, and Santiago de Cuba throughout June, driven by power outages lasting up to 22 hours daily and an electrical deficit nearing 2,000 MW.

Calls for Change

The most direct demand left no room for interpretation: "The best thing they can do for the Cuban people is to leave and let us build our future," wrote one user. "We need the resignation of everyone and the entire communist apparatus," demanded another.

"The circus has begun," concluded one commenter, summarizing the widespread perception of a plenary session the regime touts as historic but many Cubans see as a replayed show.
