Cuban meteorologist José Rubiera issued a warning on Wednesday regarding the development of Tropical Storm Arthur, marking the first named storm of the 2026 Atlantic hurricane season. This system poses a significant threat of severe flooding across several southern states in the United States.

In a comprehensive analysis on his YouTube channel, Dr. Rubiera elaborated on how the storm formed. Initially a low-pressure system, it crossed land and, upon entering the Gulf of Mexico, encountered exceptionally warm waters ranging between 86 and 90 degrees Fahrenheit. These conditions rapidly fueled its organization. "The water temperatures are 86, 87, even 90 degrees Fahrenheit at the ocean's surface, making it highly energetic and conducive to intense convection," explained the expert.

As of 11:00 a.m. Eastern Time, Arthur's center was positioned approximately 90 miles south of Galveston, Texas, with maximum sustained winds of 46 mph and gusts reaching up to 62 mph, moving northeast at about 9 mph.

Short-lived Storm with Potential for Heavy Rain

Rubiera described Arthur as a short-lived storm, anticipating landfall overnight along the southwestern coast of Texas or southern Louisiana. "It won't last long. It’s expected to make landfall soon, likely in the southwest of Texas or southern Louisiana," he specified.

Despite its brief duration, the meteorologist emphasized that rain, not wind, is the primary concern. "The crucial factor is rainfall. Localized flooding is the most hazardous impact of this system," he warned.

The National Hurricane Center projected rainfall accumulations of 5 to 10 inches, with isolated totals possibly reaching 20 inches in certain areas. The regions at greatest risk for flooding include Texas, Louisiana, Mississippi, Alabama, Georgia, and the northern part of Florida.

Widespread Flood Risks Across Southern U.S.

Flash flood warnings were issued for the metropolitan area of Houston, and the National Weather Service identified a moderate risk of torrential rains affecting areas such as New Orleans and Mobile. Additionally, a storm surge of two to four feet was predicted from Port Bolivar, Texas, to Morgan City, Louisiana, along with the possibility of isolated tornadoes along the Gulf Coast.

For Cuba, Rubiera forecasted minimal activity: "Generally little rain in Cuba, but there might be some showers or thunderstorms in the central and eastern regions during the afternoon."

The meteorologist also noted the potential for further development once the storm moves offshore. "Upon entering the Atlantic, it could interact with the Gulf Stream and warm waters along the eastern U.S. coast, potentially allowing for re-intensification," he stated, though cautioning that it’s too early to predict this with certainty.

The emergence of Arthur comes amid a 2026 hurricane season anticipated to be less active than usual, influenced by the El Niño phenomenon. The NOAA predicted between eight and 14 named storms for the entire season, while Cuba's Meteorology Institute estimated a 40% chance of at least one hurricane impacting the island.

"We have to wait and see what happens when Arthur crosses the U.S. and emerges in the Atlantic. Will it regenerate? We don't know yet," concluded Rubiera.
