Former National Security Advisor John Bolton stated on Friday that there is a compelling case for regime change in Cuba. During a conversation on NewsNation's "On Balance with Leland Vittert," he clarified what such a change means.
"Regime change means regime change," Bolton asserted, distancing his stance from the approaches taken in Venezuela and Iran that he deemed ineffective.
He elaborated that the top tier of the Cuban government should leave the island, possibly seeking refuge in countries like Mexico, to return control to the Cuban people.
However, Bolton expressed concern that the Trump administration might repeat the "Venezuela plan," which involves capturing or extraditing Raúl Castro, aged 94, following charges recently filed by the Department of Justice.
In his view, such tactics would not lead to significant political change in Cuba, similar to the lack of impact seen in Venezuela.

Bolton pointed out the strategic advantage the United States has with the Guantanamo Naval Base situated on the island, an asset not available in the Venezuelan context.
Despite this advantage, he questioned whether the USS Nimitz carrier strike group, currently in the Caribbean as part of Operation Southern Seas 2026, is adequately prepared for any military intervention.
Engagement with Cuban Opposition
He urged caution and emphasized the importance of engaging with the Cuban opposition before taking any forceful actions.
"It's crucial to engage with key figures within the Cuban opposition. The Cuban-American community could be immensely helpful," Bolton stated.
He warned against hasty actions, which could severely impact the Cuban people if the military and police remain loyal to the regime.

Bolton supported Secretary of State Marco Rubio's concerns about Russian and Chinese intelligence presence in Cuba and the island's role in fostering regional terrorism.
Referring to Cuba, Venezuela, and Nicaragua as "three old fighters supporting each other," he suggested that the collapse of one could lead to the downfall of the others.
