Republican Senator Lindsey Graham took to his official X account on Friday to declare that "the liberation of the wonderful people of Cuba from the grips of communism is imminent," concluding his message with the iconic phrase "Cuba Libre."

This statement came a day after Secretary of State Marco Rubio labeled Cuba as a "failed state" and a threat to U.S. national security, marking the most assertive comment from a senior member of the Trump administration regarding the island's condition.

Graham's tweet is not an isolated incident. Since January, the South Carolina senator has consistently vocalized his opposition to the Cuban regime.

On January 11, he issued a direct warning to the Cuban leadership: "My advice to the communists ruling Cuba and oppressing their people: call Maduro and ask what to do… If I were you, I'd be looking for a new place to live."

Appearing on Fox News on March 8 wearing a "Cuba Libre" cap, Graham asserted, "This communist dictatorship in Cuba is on borrowed time." In April, he urged Cubans to overthrow the communists and align with Trump.

Mounting Tensions and Protests

These remarks from the senator coincide with one of the regime's most precarious periods in decades.

Between May 13 and 17, protests erupted in at least 12 municipalities in Havana, marking the largest demonstrations in the capital since the July 11 unrest in 2021, with chants demanding "Power and food!" and "Down with the dictatorship!"

Cuba's electrical system recorded a record deficit of 2,153 MW on May 13, causing power outages lasting up to 22 hours a day in Havana. Energy and Mines Minister Vicente de la O Levy admitted that there was "absolutely nothing" left of diesel or fuel oil on the island.

Sanctions Amplified

Concurrently, the Trump administration implemented over 240 new sanctions against Cuba since January. On May 1, Trump signed Executive Order 14404, expanding secondary sanctions on foreign banks linked to the regime. On May 19, Rubio announced sanctions against 11 regime elites and three government organizations: the Intelligence Directorate, the Ministry of the Interior, and the Revolutionary National Police.

Adding to the turmoil, the capture of Nicolás Maduro by U.S. forces dismantled the Cuban government's main political, financial, and energy support, exacerbating an already deep-seated crisis.

Back in January, Graham had encapsulated his view with a statement that now resonates even more: "Cuba is a communist dictatorship that has murdered priests and nuns, that has preyed upon its own people. Its days are numbered. We will wake up one day—hopefully in 2026—and have allies in these countries in our own neighborhood, doing business with the United States."
