This Wednesday, FBI Director Kash Patel issued a powerful statement in response to federal charges against Raúl Castro for the downing of the Brothers to the Rescue planes, asserting, "This FBI never forgot."

The charges were unveiled by Acting Attorney General Todd Blanche at Miami's Freedom Tower, a landmark for Cuban exiles, on Cuba's Independence Day.

Patel paid tribute to the four victims of the February 24, 1996 attack: Carlos Costa, Armando Alejandre Jr., Mario de la Peña, and Pablo Morales. These men, comprising three U.S. citizens and one legal resident, perished without their bodies ever being recovered.

Charges and Accusations

The Justice Department's superseding indictment accuses Raúl Castro and five others of conspiracy to murder U.S. citizens, destruction of aircraft, and four individual murder charges.

The other accused Cuban military personnel include Lorenzo Alberto Pérez-Pérez, Emilio José Palacio Blanco, José Fidel Gual Barzaga, Raúl Simanca Cárdenas, and Luis Raúl González-Pardo Rodríguez, all with ties to Cuba's military aviation.

González-Pardo Rodríguez is the only one currently on U.S. soil. He was arrested on November 12, 2025, for immigration fraud and falsifying federal documents, having entered the U.S. in 2024 under humanitarian parole, concealing his nearly three-decade military history in Cuba from 1980 to 2009.

Legal Proceedings and Reactions

Federal authorities state that if convicted on all charges, he faces up to 15 years in prison. Blanche noted the federal grand jury in Miami presented the indictment on April 23, 2026, and it was unsealed this Wednesday.

"For nearly 30 years, the families of the four slain Americans have awaited justice," the acting attorney declared, delivering a direct message on behalf of the Trump administration: "The United States and President Trump do not and will not forget its citizens."

The case centers on a June 1996 audio recording of Raúl Castro, then minister of the Revolutionary Armed Forces, issuing the directive to carry out the attack, stating, "Shoot them down at sea when they appear; and do not consult those with authority," as the former Cuban leader is heard saying.

Adding to this evidence are more than 10,000 pages of FBI declassified documents revealing the existence of "Operation Venice," supposedly planned from February 13, 1996, suggesting a premeditated action.

Cuban Regime's Denial and Political Reactions

The Cuban regime dismissed the charges, calling the legal proceedings a "deception." Conversely, Congresswoman María Elvira Salazar hailed the announcement with a politically symbolic statement: "Today is a glorious day for Cubans. It marks the beginning of the end for the Castro family."

While the indictment stands as one of the most significant legal maneuvers against Cuba's military leadership in decades, its practical impact remains limited. At 94, Raúl Castro has never traveled to the United States, and no extradition treaty exists between the nations.
