Llerena had shared an image on X contrasting Liany Soto, the head of Cuba's mission in Washington, with Hammer. The image underscored a revealing contrast: the Cuban official has blocked Llerena on social media, while the U.S. diplomat, in Llerena's words, "engages in frequent conversations" with him.
"The first is the head of Cuba's Embassy mission here in the United States, and she has me blocked. On the right is the head of the U.S. Embassy mission in Cuba, with whom I converse often. Can you tell me something?" Llerena queried.
Hammer clarified his stance, stating, "I have never blocked anyone. As long as they are not vulgar or violent, everyone is free to express their opinions, including criticisms and remarks they may have. This is the difference between democracy and dictatorship."
With over 35 years of experience, Hammer took on the role of chief of mission in Havana in 2024. Since then, the regime has accused him of meddling and has continuously harassed him due to his engagement with civil society and his advocacy for human rights and freedoms.
Previously, he served as the U.S. ambassador to Chile (2014–2016), ambassador to the Democratic Republic of the Congo (2018–2022), spokesperson for the National Security Council at the White House, and Deputy Assistant Secretary of State for Public Affairs.
