Cuban Leader Reveals Policy Shift for Cubans Living Abroad

Friday, March 13, 2026 by Albert Rivera

On Friday, Cuba's leader, Miguel Díaz-Canel, disclosed that the government is planning new policies aimed at Cubans residing overseas.

He emphasized that the goal is to enhance their involvement in the nation's economic growth while minimizing bureaucratic barriers.

During a session with the state-run media, Díaz-Canel detailed that over the past year, there has been significant engagement with the Cuban diaspora, facilitated by the Ministry of Foreign Affairs and the Ministry of Foreign Trade. "There has been considerable interaction," he remarked.

Engagement with the Cuban Diaspora

The president highlighted numerous meetings with Cubans across various countries and regions, where individuals have shared suggestions for bolstering the national economy.

"We have organized several gatherings in different nations, across regions worldwide, where they've voiced concerns, shared limitations, aspirations, and suggested solutions to enhance their contributions to the country," he stated.

These discussions were compiled into a dossier, which was reviewed by the political leadership. "We compiled all these observations into a report," Díaz-Canel confirmed.

Sector-Specific Consultations

In addition to regional meetings, sectorial consultations with Cuban professionals abroad have also taken place. "Whenever there's an industrial event or business fair involving Cubans from a specific sector, we hold meetings. This has provided us with valuable insights," he noted.

The leader underscored that the Political Bureau and the government have deliberated on a set of measures that, according to him, will address most of the diaspora's concerns.

"I believe the upcoming actions will address nearly all the issues raised by Cubans living abroad, significantly facilitating their presence and participation in the country's economic development program," he stated.

Upcoming Announcements

Díaz-Canel mentioned that the specifics of these decisions will be unveiled publicly next Monday by Vice Prime Minister and Minister of Foreign Trade, Óscar Pérez-Oliva Fraga, during a televised appearance.

"We have developed a platform that enables more active participation, with less bureaucracy, more flexibility, and even some innovative aspects that I won't reveal yet," he expressed.

Dialogue with the United States

Following weeks of denying negotiations with U.S. Secretary of State Marco Rubio, the Cuban leader confirmed that island officials have engaged in talks with U.S. government representatives to resolve bilateral differences through dialogue.

He explained that these discussions have been conducted at the highest political levels, with both him and Raúl Castro leading the negotiations.

"Directed by the General of the Army as the historical leader of our revolution, alongside myself, and in coordination with the top party, state, and government structures," he affirmed.

The public acknowledgment of these contacts signals a significant shift from the Cuban government's previous stance on relations with Washington.
