In the midst of Cuba's severe economic and energy crisis, the country's Prime Minister, Manuel Marrero Cruz, has emphasized the critical importance of the regime's "Government Program" being more than just a document.

Speaking at the State and Government Higher School for Cadres, Marrero staunchly defended the newly revised economic plan, stressing the necessity of its rigorous implementation within the power structures.

"We insist on a fundamental concept: if the Government Program is viewed solely as a document or a set of actions, we've lost the battle," he stated on his official account on the social platform X.

The leader further asserted that the document should be treated as an essential guide for state management: "It must be seen as a working tool, a work system that directs our efforts at all levels."

In February, the regime once again "updated" its economic program with the stated aim of "correcting distortions and revitalizing the economy." The plan is divided into 10 general objectives, 116 specific goals, 438 actions, and 308 indicators and targets, which seem to be challenging for officials to interpret.

The nation is enduring a "complex" energy situation, exacerbated by a severe fuel shortage since December 2025, compounded by the halt in oil shipments from Venezuela.

Daily life in Cuba is plagued by power outages lasting over twelve hours in several provinces, immobilized transportation, and hindered agricultural production due to a diesel scarcity.

This is not the first instance of the regime attempting to relaunch this government program, yet it has failed to ensure that directors and companies achieve the proposed goals.

A version was presented in October and November 2025, subjected to discussions within the Party, mass organizations, and state structures, without any specific data on its impact on the everyday lives of Cubans.

It seems that despite the regime's countless adjustments and creative ideas over recent months, they continue to "lose the battle," achieving little success.
