Ernesto Soberón Guzmán, Cuba's permanent representative to the United Nations, has declared that the island is fully prepared to confront a potential "total blockade" by the United States. He emphasized that the notion of "surrender" does not exist in the mindset of the Cuban people.
Speaking to EFE from the Cuban mission's headquarters in New York, the diplomat asserted that if Washington were to impose a complete blockade, Cuba has the necessary plans and resources to manage the situation.
"Our main focus is on safeguarding the population and ensuring essential services," Soberón stated.
Soberón highlighted that the current energy strain, exacerbated by the halt of oil shipments from Venezuela and threats of sanctions against countries supplying oil to Cuba, is part of a broader strategy to weaken the island and stir social unrest.
He acknowledged that the effects are already visible, with disruptions in airline schedules, reduced tourism revenue, and logistical challenges impacting food transport and domestic mobility.
The Cuban economy is enduring its most severe crisis in decades. Over the past five years, the nation has experienced a loss of approximately 15% of its gross domestic product and over 20% of its population, according to data cited by EFE.
The diplomat admitted that the sanctions have a "cumulative" effect after more than sixty years of embargo, and the fuel shortage is worsening the situation.
Nevertheless, Soberón assured that Cuba has previously faced similar situations, such as during the "special period," and currently possesses greater capabilities to endure.
Soberón referenced a contingency plan for a "zero option" scenario, which would entail a complete blockade, though he expressed hope it does not come to that.
In terms of energy, he emphasized efforts to boost renewable sources and improve the refining of heavy crude for electricity generation.
Regarding the possibility of dialogue with the United States, he reiterated that Cuba is open to discussions under conditions of "mutual respect, equality, and non-interference," affirming that a willingness to engage in dialogue has been a consistent aspect of the island's foreign policy.
