Think Twice Before You Post: ICE's 24/7 Social Media Surveillance Initiative

The U.S. Immigration and Customs Enforcement (ICE) has launched an extensive digital surveillance initiative aimed at enhancing its online monitoring capabilities. The agency has announced plans to hire numerous cyber experts to form a dedicated team that will operate around the clock, tracking activities on social media and other public platforms.

Continuous Monitoring of Social Media Platforms

According to official documents, ICE will expand its use of publicly available information—including posts on platforms such as Facebook, X, TikTok, YouTube, Instagram, and Reddit—to identify, investigate, and locate individuals deemed a threat to national or public security. This surveillance could involve personal identification details, messages, images, videos, documents, and even geolocation data.

Beyond traditional social media, the program also includes exploring the deep web and darknet, utilizing data aggregators, link analysis systems to detect criminal networks, and scraping tools that automatically collect information from websites and forums. The Targeting Operations Division (TOD) will primarily collect and update the data foundational for migration and criminal operations.

A recently unveiled 38-page draft, confirmed by outlets like Telemundo 51, outlines that the program's purpose is to "identify, investigate, locate, arrest, and support the prosecution of individuals suspected of violating laws." A spokesperson stated that the agency utilizes various technologies to investigate alleged criminal activities and bolster law enforcement efforts, "while respecting civil liberties and privacy interests."

The spokesperson also mentioned that their methods align with those of other federal law enforcement agencies. The adoption of new tools is attributed to the fact that individuals targeted by ICE "employ countermeasures to impede ICE's ability to locate them." The agency has refrained from disclosing specific techniques and tools to safeguard its agents and maintain the integrity of its investigations.

However, civic groups and digital rights experts have expressed concerns about the program's reach. They argue that the massive collection of online data could clash with constitutional rights and infringe on the privacy of millions, particularly migrants in vulnerable legal situations.
