Russian authorities have announced the arrest of two Cuban nationals in separate incidents related to drug use and trafficking in Volgograd. The first incident involves 19-year-old Formes Romero, who was detained on September 23 after exhibiting signs of intoxication, according to Russian media reports.

Court documents reveal that Romero refused to undergo a drug test, which was deemed an administrative offense for defying a legal order. During his court appearance, the young man denied using drugs, claiming he was merely tired, having been in Russia for only four days.

Despite his statements, the court mandated a 24-hour detention in a temporary holding facility, followed by deportation for "alleged consumption of substances without medical prescription." This ruling is subject to appeal.

Separate Incident Highlights Drug Trafficking Concerns

In a separate event on September 18, a 41-year-old Cuban man was also arrested in Volgograd, this time on large-scale drug trafficking charges. Local police allege that the man traveled from Cuba with the intent to distribute narcotics under the guise of tourism.

During a police operation, officers confiscated 29 packages of N-methylamphetamine, a synthetic drug, found both on the suspect and in hiding places he reportedly prepared. According to Russian media, the man does not speak Russian and is linked to a synthetic drug distribution network.

The suspect faces charges of attempted large-scale drug trafficking under articles 30.3 and 228.1.4 of the Russian Penal Code, which could result in a prison sentence of up to 20 years. Authorities are considering pre-trial detention as the judicial process continues.

Rising Concerns Over Foreign Involvement in Drug-Related Crimes

These cases underscore a growing concern among Russian authorities about foreign involvement in drug-related crimes amid increasingly stringent drug policies. The participation of non-natives in such offenses is drawing significant attention as the government intensifies its crackdown on narcotics.
