Italy Allocates €69 Million for Development Aid in Cuba for 2024

The Italian Agency for Development Cooperation (AICS) has earmarked €69 million for its initiatives in Cuba in 2024. According to reports from the state-controlled media, this governmental agency is involved in 18 strategic programs across the island, focusing on areas such as culture, sustainable agriculture, and regional development.

Among the AICS-led projects in Havana is the Santa Clara initiative, which revitalized a namesake convent, transforming it into an international center for heritage restoration training. Additionally, the Creative Zones project aims to create cultural spaces in Havana and Matanzas for youth and women, particularly in the fields of sustainable fashion, comics, and visual arts.

The Hab.Ama agriculture project, meanwhile, supports over 370 local production entities, bolstering food security in the capital. Italy also backs the PiùCafé project, aimed at modernizing the coffee production chain, as well as Agrobúfalo and Green Line, which focus on livestock and food production using renewable energy sources.

In terms of regional development, the Havana Est project has promoted participatory governance and formulated municipal strategies for sustainable growth. This initiative, in collaboration with the European Union, aligns with the Sustainable Municipalities program, which is driving ecological transition in eight Cuban municipalities.

The official report highlights that for AICS, Cuba remains a “priority country” within its regional cooperation agenda. The Cuban economy, devastated after decades of communist rule under Castro, heavily relies on international aid.

In January, it was revealed that the United Nations Development Program (UNDP) and Italy are working on an energy transition program in the Isle of Youth, focusing on the installation of photovoltaic parks, modern electrical grids, and electromobility. Recently, it was reported that citizens, businesses, and public institutions in Vietnam donated over $4.8 million in just 48 hours, kicking off an official campaign to support the Cuban regime.

Under the guise of crisis, Cuba continues to solicit “aid” from its allies, including Vietnam, Russia, China, and Venezuela, as well as from right-wing governed countries like Italy.
