Additionally, it occurs in a context where the Cuban regime has been consistently critical of Hammer's work, as he has actively engaged with civil society figures, religious leaders, and diplomats in recent weeks, marking the anniversary of the July 11, 2021 protests.

In previous meetings with Cardinal Juan de la Caridad García Rodríguez, Hammer expressed concern over the situation of political prisoners and urged their release. The U.S. diplomatic mission has continually voiced its support for those who, in its view, peacefully defend freedom and fundamental rights in Cuba.

"The United States will continue to stand with those who work for a future of greater dignity and opportunity for all Cubans," Hammer stated in recent remarks. The Cuban government has accused the diplomat of “interference” for meeting with opposition leaders and civil society members, even threatening his expulsion.
