Ana Teresita González, the Director General of Consular Affairs and Cuban Residents Abroad (DGACCRE) at the Ministry of Foreign Affairs (MINREX), made this clear in a message posted on X: "#Cuba reaffirms its commitment to continue reinforcing connections with Cubans living outside the country, based on respect, the defense of the homeland, the fight against the blockade, and promoting their participation in the nation's economic and social life."

The DGACCRE is responsible for consular services and attending to Cubans living overseas, a group that largely holds a critical stance towards the regime due to the lack of freedoms and the ongoing structural crisis on the island.

Political Initiatives with Hidden Agendas

It is noteworthy that in January 2025, the regime, alongside the Ministry of Foreign Affairs (MINREX) and the Ministry of Tourism (MINTUR), announced plans for a summer camp aimed at the children of Cubans residing abroad. This initiative, unveiled by the Minister of Tourism, Juan Carlos García Granda, during the International Tourism Fair (FITUR) in Madrid, was an effort to bolster the Cuban government's image among the diaspora.

Between July 2023 and February 2024, over 119,500 emigrants applied for Cuban passports after the government introduced new measures to extend the document's validity to 10 years, abolish the extension requirement, and lower its cost at consulates. While seen by some as a partial easing, these measures were primarily a strategy to boost foreign currency inflow, as the Cuban passport remains one of the most expensive in the region.
