Man Arrested for Impersonating Immigration Lawyer in Hialeah

Authorities in Hialeah have arrested 49-year-old Rafael Moreno, who stands accused of posing as an immigration lawyer without the necessary credentials. Operating out of an office on Palm Avenue, Moreno allegedly charged for immigration services despite being legally barred from practicing law in Florida.

Origin of the Scam: A $500 Business Card

The investigation was set in motion following a complaint from a woman who traveled from Alabama seeking assistance with her husband's asylum request. She obtained Moreno's business card from a relative, who had purchased it for $500 at a supermarket from a stranger endorsing Moreno as a legitimate attorney.

Trusting the contact, the woman visited Moreno's office, where he posed as a lawyer with 15 years of experience, charging her $170. During the meeting, Moreno prepared and notarized immigration documents without the presence of the woman's husband, a red flag that raised her suspicions. He further instructed her to return in September with an additional $450 to continue the process.

The Complaint and Undercover Operation

On April 7, the woman filed a report with Hialeah police, prompting a check of Moreno's legal status. Authorities confirmed he lacked an active license and had been under a permanent injunction from the Florida Supreme Court since December 2024, forbidding him from providing legal services.

Despite this order, Moreno continued his operations. On April 16, an undercover detective visited his office and received full legal assistance for an asylum application in exchange for $100. Moreno once again claimed to be a lawyer, displayed diplomas on the wall, and asserted years of experience in immigration law.

Legal Charges and Consequences

Moreno was arrested on April 22 at his office. He faces charges for practicing law without a license and the illegal use of his notary commission. He is also accused of certifying documents without the signers present, a serious offense.

"Mr. Moreno was taking advantage of honorable individuals," stated Lieutenant Eddie Rodríguez, spokesperson for the Hialeah police, in comments to Univision.

Criminal attorney Andrés F.
