Havana. July 16, 2011 by lchirino. South Journal, HAVANA. Over 9000 people, who had been granted lands in usufruct, were withdrawn their leases due to their poor exploitation of those areas, which are part of an initiative to encourage food production.

Although 77.1 percent of lands granted in usufruct are already under production, the assistant director of the National Land Control Center, Anibal Nuñez García,told ACN news agency that a large amount of land in the hands of farmers and state entities are still unproductive, though they have not yet been declared as idle.

Over 146.000 Cubans have been granted lands in usufruct over the past two years, nearly 71. 000 of them are new farmers, according to official statistics.

Up to December 2010, some 1.179 795 hectares of land were leased under this modality, which represents 67.7 percent of the country's idle lands.

Cuba's cultivable lands cover 6 600 000 hectares, with an estimated idle portion of more than 1.800 000 hectares in July 2008. That year the government of Raul Castro decided to grant those lands in usufruct to those who were willing to make them produce food.

The usufruct modality is one of the main projects underway in Cuba to encourage agricultural production, a "national security" issue, as considered by local authorities.

Most lands have been dedicated to ranching (53 percent), vegetable and other crops (25 percent), rice (8 percent), and other productions like coffee, tobacco, sugar cane and fruits.
