In a decree published Thursday, the government for the first time officially allows individuals to lease rooms in Old Havana, while at the same time giving the Oficina del Historiador powers to oversee and tax all private businesses.

The Oficina del Historiador, in charge of preserving the historic center of the capital since 1993, also owns Habagüanex S.A., which operates dozens of boutique hotels, restaurants and retail shops in Old Havana.

The decree, signed by President Raúl Castro June 22 and published in the Gaceta Oficial yesterday, became effective immediately.

The percentage of taxes on business income has yet to be determined by the finance ministry; the Oficina del Historiador will use the funds to restore and preserve historic buildings in Old Havana.

The Oficina will also be in charge of all license applications for private businesses in the area. All other state entities that own historic buildings in Old Havana will have to transfer ownership to the Oficina del Historiador.

The historic center of the capital, declared World Heritage Site by UNESCO, is home to 66,000 inhabitants and 3,370 buildings
