The new British ambassador in Spain has declared he considered most important the EU's goal of  keeping a closer and constructive relation with Cuba if Cuba shows some advancements on Human Rights.

These are his statements made to the European Press after being asked on the subject, adding that the Spanish chair to the EU could avoid the common position of the union about Cuba in force since 1996.

Paxman added Moratinos has not introduced a conrete proposal about the issue.

The Foreign Minister of Cuba, Bruno Rodríguez during his addressee on the session discussing the need to put an end to the USA embargo said Europe is not in condition to discuss human rights after September 11 and its clandestine jails and flights where Europe played a decisive role.

Cuba's Revolution grants healthcare and education, the two main strongholds of the island.
