 About 600 artists and academics from 18 nations have begun to arrive to Santiago de Cuba
Orlando Verges, director of the Casa del Caribe, qualified the festival as an academic, artistic and communitarian event for academics, artists and people in general to exchange experiences.

This Festival is dedicated to the Mexican Caribbean states of Veracruz, Campeche, Tabasco, Yucatan, Quintana Roo and Tamaulipas.

Also invited are delegations from Venezuela, Colombia, Dominican Republic, Brazil, Honduras, Costa Rica, Finland, Germany, United States and Cuba.

The Heredia Theater, main cultural center of Santiago de Cuba, will be the central venue of the World Congress on Popular Caribbean Cultures that offers space for reflection and strengthening of the Caribbean identity.

Beginning with the "parade of the snake," at the inauguration, to the conclusion of the festival with a "fiesta of fire and burning of the Devil," Santiago de Cuba will become a plaza of reflection on the role of culture.
